How hard is it for a sister to fight for coutory of he silbings?

she posted this "im going to secondary care where the kids can live me!" she has had 6 kids lost them all has these ones put in foster care cause she used drugs. i dont think she sould have them. she couldnt potty train them they were in diapers and 3 1/2 years old and someone else pottied trained them please help
