My sister wanys child support but wont file because he would go to jail.?

She wants and needs child support because he won't even buy diapers but she won't file because he'd go to jail because he refuses to get a job. He's almost 20 and dating a 14 year old girl on top of it. So do you think if a guy had to pay child support, he would get a job to avoid going to jail?
