Potty training and my son seems to be peeing alot less...?

OK so I started potty training daily for the past few days. My son is almost 2 and a hald. He wears either nothing (no diaper) or a pair of those cloth training pants, just to avoid messes, and if he feels himself starting to pee he kind of stops and we get to the potty. But lately it seems like he's peeing ALOT less than usual. Is it because he doesnt' want to go on the potty or soemthing? Is this normal or maybe a sign he's just not ready?
