Two year old help please!?

My two and a half year old usually acts extremely well. However lately decided to completely ignore us, run throughout a restaurant or store, and refuses to go potty @ our house! She won't let me take her ANYWHERE and rarely let's my husband, but if we are out or @ my parents house she will go ONLY if grandma takes her! And today she pooped in her diaper then PLAYED in it! It was everywhere! I am so frustrated and have NO idea what to do. We try time out, she just does her time and back to her terror. Tried a pop on the butt, but she looks @ us like 'thank-you may I have another'(we don't that's just her attitude)....
