Why did Jimmy Carter not give a statement when his sister, Gloria Spann died of cancer?

When his sister, Ruth Stapleton died and when brother Billy died he gave either a eulogy or a statement at their death. Spann was not only his last surviving sibling but also the one closest to him in age. Why did he not comment on her death?
